Cirrus, in collaboration with the Asian Development Bank (ADB), successfully developed a Learning Management System (LMS) for the Council of ASEAN Chief Justices (CACJ) to train 5,000+ judges across the ASEAN region in international commercial arbitration.

The LMS featured expert-led video lectures, interactive assessments, and multimedia learning tools, providing judges with comprehensive legal insights into arbitration processes and international dispute resolution. Automated certification, multilingual accessibility, and secure hosting ensured a seamless user experience.

Impact

Enhanced Judicial Expertise in Arbitration & Dispute Resolution

The initiative successfully equipped ASEAN judges with advanced knowledge and tools in arbitration, mediation, and alternative dispute resolution (ADR) practices. Through expertly designed digital modules and case-based learning, the program deepened judicial understanding of cross-border dispute mechanisms—strengthening legal decision-making in commercial and civil matters across the region.

Increased Regional Cooperation & Knowledge Sharing

By bringing together judicial officers from multiple ASEAN member states, the program fostered meaningful peer-to-peer learning, dialogue, and harmonization of best practices. The cross-border format encouraged regional collaboration on evolving legal frameworks, promoting mutual understanding and a more cohesive approach to arbitration and dispute resolution across Southeast Asia.
